Abstract

This study aims to examine the role of the Mandolang Subdistrict Government in Minahasa Regency in implementing development policy and the level of community participation involved. Ideally, the subdistrict government carries three main roles: intermediary structure, public servant, and development agent, yet limited policy dissemination has resulted in low community participation. This research uses a qualitative approach with a descriptive method. Twelve informants were drawn from three sample villages, namely Kalasey Satu, Tateli Tiga, and Tateli Satu, each represented by a community leader, a religious leader, a village secretary, and a village head. Data were collected through literature study, observation, and interviews, then analyzed descriptively. The findings show that the subdistrict government has not fully optimized its role as a dynamizer, catalyst, and development pioneer due to limited coordination and direct field engagement. Community participation, whether in the form of labor, ideas, or material contributions, remains limited and unevenly distributed across villages. The main inhibiting factors include low public awareness, education levels, mental attitudes, and local traditions. The study recommends strengthening communication, policy transparency, and direct field supervision so that development can proceed more participatively and effectively.
